Interesting. Ms. Castro said she did get my fax, "however, you do need to follow the rules for proper process serving of papers, I don't know exactly what those rules are, maybe you have an attorney or whatever you can find out, but just sending something by certified mail to us is not the proper procedure."
She also said if I had any other questions she would try to help me, so I left a message for her, asking for the name of the person who made that decision.
It just amazes me that they can get away with this, why doesn't the state tell them how to do business?
